About python environment:
a. Enable user to choose to specify a local python enviroment or let the installer create a new environment in "env" folder.
b. Whether a local or new environment. Installer should ensure dependencies in requirements.txt is properly installed. Pip may throw network error and installer should detect it.
If the installation fails, switch to another mirror source and try again.
