As we track the department for each member we could implement team wide tracking.
E.g. A Department Leader could look at how many of his members are Senior Ruby on Rails Devs and extract a new team goal from this information. "We want more than 10 Devs that are Ruby on Rails Seniors".
To keep track of information over time we should probably take some form of snapshot of the team's progress. Maybe fix the current state once every month or something and then allow comparison over the months.
