Fix content missing when editing skills without permission

Currently, when clicking on the edit symbol of a skill in the /skills view without having the relevant permission (e.g. without the admin role) will cause the row to disappear and just display content missing.

This should instead display the specific reason, in this case. You are not allowed to edit skills without deleting the row.

TODO:

• Display an permissions error message instead of deleting the row when trying to edit without the necessary permissions
• Tests, of course 🪳
