challenges with importing all layers from a wms #21

approach:

add a wms.yml with distribution of type wms and name="ALL"
run crawl-metadata --mode=update

observations:

first layer in wms is added to wms.yml (and wms-title is lost)
crs is stores as '4326', which causes iso19139 render to use geometry not bounds

expected

wms.yml is added as service, separate record is prepared for first layer
crs should be epsg:4326
