Add proper controls to toolbars

we don't want a long list of tools in toolbar, zoom/pan can probably be managed with double or shift click and drag, it would be nice if feature-info is by default

on certain layers we'll need edit options, so the edit tools should be available, but might be hidden by default.

other tools needed are, change style on a layer, filter query (this is probably not possible on layers added by csw/add wms control)
