My patch doesn't fix any specific RA2 gameplay connection errors, and should already be implemented into PvPGN development branch.

From my own experience; That connection issue is related to sharing a public IPv4 and then connecting to a PvPGN server outside of your LAN. If you're in a LAN environment with each other you will need to host PvPGN inside the LAN.

I will need more information if the above is not correct for your situation.

Try replacing the "0.0.0.0/24" under "exclude" section with "NONE" similar to the d2gs section example above it.
That's the only thing I can see at the moment that might impact the connection.
