Improve navigation via topic boxes and top-of-page links

The handbook landing page has six boxes - Structure and Values, Commmunity, Code of Conduct, Contributing Guide, Meeting notes, and See our peer review guide.

It also has four navigation links at the top of the page - Governance and Values, Community, Organization, Code of Conduct.

It would be good if these sets of boxes and links were harmonized and pointed to the same places

For example:

• "Our Structure and Values" box goes to a mostly empty page about Organizational Processes but it should probably point to the same place as the Governance and Values link at the top of the page
• The "Community" box and link go to an Organization Handbook page with no content
