Sponsoring members for upcoming Pycon India

Sponsoring members who are doing a lot of contribution in python and if aren't going for PyCon India due to monetary issues , we should sponsor them for going there and attending event.
I would like someone if can put this thing for upcoming pycon ideas.

There are multiple issues with the whole idea ask these questions who is PyCon India ? and who gets to get the sponsonship ? what are the criterias for the same ? we have had many discussions and had passionate debates in past , may be you need to do some research on the PSF side of things and come back to this thread and paste the relevant data ,Btw this whole issues itself is out of Place this should be raised with PyCon India mailing list or PSF :-)
