Additional value_from options

We have previously discussed adding options to value_from to determine its behavior. Right now, it grabs the value from the nearest time point, but it would also be useful to "fill backwards" or "fill forwards", e.g., grab the value from the next or the last time point. Fill forward would be useful for visual stimuli.
