Value of prog_name: Hatch vs hatch?

I'm trying to create a CLI (my first!) and looking at hatch's implementation as a guide. I'm trying to understand why prog_name in these lines differ in terms of case or if it matters? What if my repo is named learn-hatch and contains the src/learn_hatch directory created by hatch new would prog_name in such a case be learn-hatch or learn_hatch or again does it matter?

It doesn't really matter but the former probably should be something nice for humans like "Learn Hatch" while the latter should match the name of the executable i.e. what you type on the command line. In the latter case, being explicit prevents it from doing extra logic which may reduce responsiveness when viewing help text.
