What's the problem this feature will solve?

Restart of network downloads of python packages

Resuming package download

Additional context

I know, that you can read file size, and I know http support seek, even S3 supports it, so why can't I resume downloads? Like literally computers can speak using python but not resume downloads? Do they hate developers?

Duplicate of #12677 #4796 (sigh, god I'm tired).

We do not hate developers, but no one has picked up the issue. We would appreciate contributions implementing resumption of interrupted downloads. Perhaps #11180 can be used as a starting point.
