Release 25.2 (July)

I'm happy to be the RM for this release it's likely to be quite small. A note about scheduling, I will be on vacation until the second week of July so I won't be able to do much reviewing until then. I don't think this will be a problem though since well... I doubt there will be much to include in the release.

In terms of things I want to see land in pip 25.2, I'd like to include these PRs.

• Add --no-proxy Option #13051
• Guard against pathologically connected dependency graphs #13424
• Adjust path_to_url et al. to produce the same results on Python 3.14+ #13423 (and generally declare support for Python 3.14)
• Remove vendored typing-extensions #13336

In the (very) limited free time I have, I've been working on and off on #9081. I have a prototype that installs build dependencies in-process and it seems to be working well. I need to improve the output presenting and error handling story, but otherwise, I would like to add it as an experimental opt-in feature (via --use-feature) so it can be tested out in the wild earlier.¹

1. Realistically, there is no way we can switch to installing build time dependencies in-process without an opt-in then opt-out cycle because it touches a fundamental part of package installation. Changing it outright (even with an opt-out) would be too disruptive. ↩

Ah, of course, another (more) impactful thing to include in this release would be a bump to our copy of resolvelib. Resolvelib 1.2 is slated to include sarugaku/resolvelib#188 which AFAICT will fix most of the resolution regressions from pip 25.1.

Yes, I'm working on getting resolvelib 1.2 out (sarugaku/resolvelib#190 waiting on PyPI permissions). I'm available to work on issues and review PRs till the first half of July, but then I'm on vacation for the second half.

I am happy to test some of the more complex things with Airflow when pip 25.2 , there are some interesting scenarios and complex resolutions that @notatallshaw helped us to workaround in Airflow for pip 25.1 and I am happy to remove the workarounds and test it once resolvelib 1.2 is used and there is a branch I can install pre-release pip 25.1 from.

I plan vacations in September / October so no issues with availability for me ;)
