Make download link to release candidates more obvious

The download link to pre-releases and release candidates are hard to find. It's a link in the middle of the blue box at https://www.python.org/downloads/ . Please make the download link easier to find.

You can just put that under the Download Python 3.7.3 with a button format with different colour wrote as Pre-release.
