Review later versions of electron and handsontable

Recently, some work done to bring code forward for babel7, while keeping dev dependencies at node 8 for current version of electron. As improvements made to supporting libraries particularly for builds and tests, and older libraries becoming deprecated, or minimal node versions put into dependencies, may need to look at moving things much further forward - otherwise will not be able to take advantage of these improvements with more debt added to code for workarounds or implementing in DC.
