Native support for Windows 11 ARM64 - Snapdragon CPU

Feature description

I just bought Lenovo Yoga Slim 7x Copilot+ PC with Snapdragon X Elite CPU as my new primary PC, running Windows 11 ARM 26100.1742.
It would be great to have native ARM64 build for Windows, similarly to #46299. Right now the app runs emulated as x64.

Could please share your experience using QGIS in X-Elite chipset? Do you find any issues runs emulated as x64. I'm considering to buy nearly in the future.
