Some annotation callout ui/ux issues

What is the bug or the crash?

I experience some issues using the updated annotations:

• Finding and moving the callout point in the map is difficult (please enlarge the node symbols)

• • See the light grey point at the bottom right (the mouse is here, but not visible)
• • 

• Next, the callout checkbox does not show the correct state after creating a new annotation

• • Create the text-in-rectangle-annotation
• • Move callout point outside the rectangle in map
• • navigate to settings
• • "Show Callout" checkbox is unchecked (but it is visible in the map) > see Wrong checked state for Show Callout checkbox at text-in-rectangle annotation #60569

Entering the callout settings:

• Scroll bar is not at the top and most important setting (type of callout) not visible initially
• Much vertical space is wasted
• • 

Steps to reproduce the issue

1. Create a new Text-in-Rectangle annotation
2. Move the tiny callout point outside the rectangle
3. Navigate to the annotation settings
4. See "Show callout" unchecked (but callout is visible in map) > see Wrong checked state for Show Callout checkbox at text-in-rectangle annotation #60569
5. Enter the callout settings [...]
6. See the scroll bar is near the bottom
7. See the space between margin settings
8. Minimize the margin group and see much space above and underneath the settings
