win11 install crashed

What is the bug or the crash?

Steps to reproduce the issue

1. Download QGIS-OSGeo4W-3.40.0-1.msi from official site;
2. Double clikc the install package
3. Choose the install folder: D:\QGIS 3.40.0
4. Wait for installing.....
5. The installing will stop on the screen of below:
   

Versions

QGIS 3.40.0 and few vision before has the same problem.

Supported QGIS version

• I'm running a supported QGIS version according to the roadmap.

New profile

• I tried with a new QGIS profile

I have the same issue with Mac OS. Impossible to install 3.34 LTR or 3.40 versions. The message says that after checking Mac cannot trust the developer and asks me to delete the file.
