Update Cirq version to resolve Internal Error when running against hardware #188

When running against hardware, an Internal Error arises due to a broken dependency on our internal repo. The issue was resolved internally, but we need to sync Cirq to resolve externally.

@cantwellc do you still get an internal error when you do a move in the QuantumChessBackend?

I was able to run a successful job in the "quantum-chess-cirq" gcp project without an internal error after forking the repo.
FYI, pip show unitary shows that my version is "0.1.dev0"
