ncm-systemd 23.6.0: remove chkconfig requirement if legacy mode (chkconfig) is not used #1731

During 24.10.0-rc4, we tried to remove installation of chkconfig as part of the base OS installation. For this we removed chkconfig package, ncm-chkconfig configuration module and ncm-systemd legacy/chkconfig mode configuration. We got an error at the beginning of ncm-systemd because /usr/sbin/chkconfig was unavailable, despite it seems that it doesn't prevent the configuration module to run. Error is:

Cannot get list of current units from /sbin/chkconfig: ec 256 ()
