ncm-spma: dnf backend not honouring whitelisted packages. #1778

packages listed in '/software/components/spma/whitelist' are not being retained by spma, these are still getting removed.
spma backend being used is 'dnf'.

  • The version of the component you are using (rpm -q $component)
    ncm-spma-23.6.0-1.noarch

  • What OS version you are using (/etc/redhat-release or similar)
    $ cat /etc/redhat-release
    Red Hat Enterprise Linux release 8.10 (Ootpa)

  • Steps required to reproduce the problem
    add a package in whitelist path, which is not in spma install list or in dependency list.

  • Actual result versus expected result
    packages in whitelist should be ignored by spma but currently being removed.
