Steps to reproduce the behavior in question

Due to the host machine of a node being down, we evicted this node from the cluster, but found that a small portion of binding relationships was lost. This binding relationship is a broadcast, and many clusters are bound under this broadcast queue, but only a portion of the binding relationships was lost.
