Explain very early in the Oauth2 docs what scopes/permissions are required to do what #2054

Is your feature request related to a problem? Please describe.

Users tend to follow the Oauth2 examples to learn how to configure OAuth2. But both, the examples and the oauth2 docs, do not explain right from the beginning which sopes/permissions are required. Users tend to assume that once they grant administrator permission (a.k.a user-tag), the user has full access including access to messaging resources as such queues and exchanges.

Describe the solution you'd like

Create a section in the oauth2 docs, at very early stages, dedicated to explain what scopes/permissions are required to do X operations. And link to this section from all the examples.
