CLI Doc update - missing links

With-Hart found this:

1. the M1 note in the "Getting Started" doc doesn't actually link to anything
2. found that same block in "Code Collaboration" and it does have a link, but that link sends me to https://docs.radicle.xyz/docs/understanding-radicle/troubleshooting##install-radicle-cli-on-apple-silicon which shows Page Not Found. should be https://docs.radicle.xyz/understanding-radicle/troubleshooting#install-radicle-cli-on-apple-silicon
