config param support for only use stakeinputs on client side. If inputs are not of the correct tx type, then do solo purchase. If inputs are of the correct type, then use group tx server.
config param support for server side for use require stake inputs. If peer tries to use inputs that are not of the correct type, reject them from the group transaction.
