A lot of versions in requirements.txt is frozen, due to incompatibilities introduced by web3, populus and others. Our pypi package is currently uninstallable atm and Travis tests also fail.

Populus fix is being worked on and hopefully will be merged soon: ethereum/populus#447

After the bug above is fixed, eth-tester API used in the fixtures has to be updated.
