failed to run on windows 11 #280

environment :
windows 11
ruby : 3.3.6 using ruby installer 3.3.6-2
rails : 8.0.0

when im try using importmap with command:
./bin/importmap pin bootstrap.

windows always prompt : "select and app to open importmap"
then exit. alwasys like that.
