Enable Neuvector in test-plugins-build

Neuvector tests were disabled in the test-plugins-build during the bump to Vue 3.5 (13085); the test was failing because of an unrelated dayjs version conflict. Other issues were uncovered while investigating the problem and it was agreed that we would disable the test until these issues were resolved in the Neuvector extension.

Acceptance criteria

• Neuvector is enabled in test-plugins-build script

Thanks for creating this @rak-phillip .

I am going to move it to ice box, where we track the issues that are temporarily blocked by some other work needed, like this one with neuvector/manager-ext#104
