Add Github Validation Check Pipeline

An issue has occured rancher/elemental-operator#896 where the annotation was set wrongly in the PR #231 ">= 1.16.0" instead of "">= 1.16.0".

These kind of manual errors can be escaped if we have CI pipeline check for checking if the annotations are set properly or not ? I will leave it to the team to set the acceptance criteria.
