When using "dependsOn" fleet seems to validate if a bundle is ready - but often bundles are in state "modified" and in this case the bundle is not accepted as "ready" and another bundle is not deployed as long as the first one is in "modified.
Solution you'd like
We should allow the state modified as well as ready for dependsOn situations. Maybe with another parameter
dependsOn:

status: ready
or
name: kubewarden-app
status: ready, modified
or similar
Alternatives you've considered
not using dependencies -- but that is not a good option
