Forgotten Password Email has been sent with blank body

What steps will reproduce the problem?
1. Configure email only for Forgotten Password
2. Click on Forget Password Button
3. Enter your email address
4. Enter correct answers for the questions. 

What is the expected output? What do you see instead?
An email with token. Instead it sends an email with blank body.

What version of PWM are you using?
1.7.1

What ldap directory and version are you using?
OpenLDAP 2.4.39
