At the moment as an audit team member you can edit and audit a patient even if the cohort has closed.

However it would be useful to still show the UI to the admin as if they were a normal user who can't. The admin can then opt in to editing via clicking an additional button etc.

This should make it less likely that we miss UI bugs in the future because we always test as admins. For example #1184.
