Add smart /thread feature

Enable creating threads by migrating x number of recent messages into a new thread.
Additionally, add a listener which suggests moving to a new thread after listening to x number of messages within y amount of time.

Why?

Useful for deciding to move to a thread, after already chatting for a minute, but wanting to keep the channel less cluttered.
