During startup, OpenShift Terminal becomes focused, switching the user away from other windows #3842

To reproduce:

Open VS Code with VS Code OpenShift installed, and ensure the OpenShift terminal is focused
Close VS Code
Reopen VS Code
Quickly switch to another window
Wait a few seconds for VS Code OpenShift to finish initialization

Expected: the other window remains focused
Actual: VS Code becomes focused

Not sure if this is a VS Code bug or a bug with our extension. Maybe this is Linux specific. Maybe this is Gnome specific.
