Initial Argocd Migration

The first thing that needs to be properly setup within the ROSA cluster is ArgoCD, as this will allow us to use a Gitops approach and make our lives easier. To that End there are 3 categories of things that need to be migrated from Op1st.

1. Argocd application information
2. General Cluster resources as well as those specific to / utilized by Argocd
3. Some form of secret storage.
   • While vault was breifly considered for this, it seems to be overkill for a single cluster, and so were temporarily proceeding with the idea of using [sealed secrets(https://github.com/bitnami-labs/sealed-secrets).
