Predicates event filter for DENY_LIST on redpanda operator

• Discussion based on slack around DENY_LIST for k8s operator with @RafalKorepta and @senior7515.
• simple usecase while running any opertator

1. one operator reconciling a single namespace ( supported default )
2. one operator reconciling ALL namespaces ( supported default )
3. one operator reconciling multiple namespaces ( reconcile namespace A and B only, needs a cache implemented )
4. while watching ALL namespaces, ie is a cluster privilege, i dont want to reconile kube-system ns .......... implement a DENY_LIST, filtering the namespaces at a predicate level ie before enqueuing objects at the workerqueue.

Goal: implement a predicate filter to filter namespaces NOT to be reconciled. Also implement multiple namespace watcher.

Id be willing to contribute this.
