Version & Environment
Redpanda version: v24.2.7

What went wrong?
Controller replicas were out of date, leading to a situation in which two out of three nodes were in maintenance mode. This made it impossible to elect controller leader and operate the cluster

What should have happened instead?
Nodes in a maintenance mode should still be able to become a leader but with the least possible priority.

How to reproduce the issue?
Look at INC-1684 / https://redpandadata.atlassian.net/browse/CORE-8065
