mission'managers and admin users should be alerted about events to be validated.

Display alerts:

main bar close to avatar, should open a popup with a list of related missions and links to agenda/timesheet page TimeSheet > extend worker preview #144
in Missions pages, and alerts in worker previews TimeSheet > extend worker preview #144
