The codebase is full of setting a variable called NOAI, but this is not used in current versions of VCOM AI. It had some meaning in the early versions of Overthrow when an old version of VCOM AI was still embedded. Maybe Vcm_disable would be similar in current versions.

I don't personally play with VCOM AI, so I can't really know what kind of an impact fixing this would have. Maybe for static entities like shopkeepers, sure. But changing things like enemy squads etc, I am not so sure about that.
