Android SDK build tools normalisation #427

The official URL is the following:
https://developer.android.com/studio/releases/build-tools

There are few different names listed:
https://repology.org/projects/?search=build-tools&maintainer=&category=&inrepo=&notinrepo=&repos=&families=&repos_newest=&families_newest=

Please note that build tools are part of android sdk (https://developer.android.com/studio/releases/sdk-tools) which is part of android studio (https://developer.android.com/studio) now. "build-tools" can be downloaded via sdk or studio UI usually. So I'm not sure what should be the actual name
