Azure Storage - Multi-Tenancy/Cloud

We are currently forcing the use of only one Azure Cloud.
This configuration should exist in the database so updates can be made.
I think with this sort of configuration management, regarding Azure, this could untap Azure Resources

Editing server/modules/storage/azure/storage.js manually is the only way to switch cloud names.

Without getting into a PR just yet, this is maybe what that would look like from storage.js
