Background

While this section is accurate based on the Google Slide linked in the README, our efforts have expanded beyond contact tracing.

Let's dig up the "challenge question" that has framed our work, especially the "Track B" efforts around user/expert interviews and research and our resulting outputs from the design studios.

Grabbing that and dropping it into this Issue shortly...

Some info that can help inform the Mission (and Objectives) section below:

Contact Tracing Proof of Concept Hypothesis:

We believe it is important to experiment with private, anonymous, semi-automated tools that might improve the ability for individuals to track their own location history and compare it to known hotspots so that they can more effectively determine whether they might have come into contact with others that are COVID-19 positive.

Challenge Question:

“How might we identify and enable through the direction of public health officials, trusted contact tracers within the community with the means to securely and anonymously identify those with COVID-19?”

Post-Research Hypothesis 1:

We believe that creating an intake form that identifies an individual’s risk factors and gives them resources for Community leaders who reach out to their communities and the younger generation within multi-generational family homes who have an at-risk family member will result in increased awareness and adoption of tracing efforts. We’ll know we’re right when we see a 60%+ level of tool *adoption; individual use of the intake tool and a decrease of COVID-19 transmission by half.

Post-Research Hypothesis 2:

We believe that creating a helpful how-to guide on preventive measures residents can take to avoid the contracting and transmission of COVID-19 for Community leaders who reach out to their communities and the younger generation within multi-generational family homes who have an at-risk family member will result in increased awareness and adoption of tracing efforts. We’ll know we’re right when we see a 60%+ level of tool *adoption; individual use of the intake tool and a decrease of COVID-19 transmission by half.

@vegasgeek, let's go with something along these lines for MISSION:

MISSION

### Build a Contact Tracing App That Matters
The impact of the COVID-19 pandemic has been felt by everyone in Louisiana; particularly individuals in our most vulnerable communities. Public health experts, community advocates and innovative individuals and organizations alike seem to agree that in order to slow the spread of the virus, it is vital to determine:

  • Who is sick?
  • Who those individuals come into contact with?
  • Who else might have gotten sick as a result of contact?

We believe there is an opportunity to leverage our intellectual and technical assets to incite others to help develop a solution that supports our community leaders and public health officials to keep our communities safe and healthy.

@vegasgeek, for Objectives, let's dial back the references to "tracing" specifically, to something like this:

OBJECTIVES

Our aim is to reduce the spread and transmission of COVID-19 by 50% in Louisiana, thus reducing total number of cases and deaths. Through Nightingale we aim to:

SUPPORT (https://www.flaticon.com/free-icon/target_1605401?term=support&page=1&position=44)

Gather technical and intellectual experts to collaborate on an effective solution.

IDENTIFY (https://www.flaticon.com/free-icon/driving-license_1655290?term=identity&page=2&position=65)

Target individuals who possess trust and leadership in key communities.

EMPOWER (https://www.flaticon.com/free-icon/empowering_1349431?term=empower&page=1&position=16)

Create tools that allow these individuals to privately and securely gather data on affected persons and those at risk.

(also cc @iamjoshfrank and @Mcscott142 for visibility. Opting here to elevate the overall project objectives rather than describe a particular method through which they are solved.)
