bug: Role ranking bug - people can unlock higher ranked roles

What happened?

If you have a lower ranked role, you can unlock higher roles to edit them.
E.g.: you have a rank 2 role, and normally you would not be able to change the rank 1 role, but if you go to the rank 1 role and change its rank to a level 3 rank you will be able to change the role and its permissions.
