When creating a new user you can define the default usergroup for this user. The default usergroup is the group which is used for new items on creation.
Even if no group is set the usergroup of the new created user is taken.
Expected behaviour would be to not set the group if it no value is selected.

Actually you can not set no default group when creating a new user.
On creation the new user will either have the selected usergroup or his own usergroup.
This behaviour is fine for most cases so I will not consider this a defect anymote.
The only way remove the default usergroup is to remove the usergroup when editing the user.
However it might be usefull to add a special option to explicit set no group on user creation.
