Make Ringo independent from the DBMS again.

Currently Ringo relies on Postgres.
This is mainly for historical reasones where migrations using alembic did not support other databases well enough (mainly SQlite). This results in pain full migrations and later to the decision to use postgresql.

The circumstances may have changed and we can get independent in the choice of the DBMS again.
