elinks 0.17.0 build errors with new libcss (0.9.2) & libdom (0.4.2) - new release needed?

If libcss is enabled, and libcss 0.9.2 and libdom 0.4.2 are installed, elinks 0.17.0 fails to build.

The dependency restriction in meson.build indicates that libcss>=0.9.1 and libdom>=0.4.1 are acceptable is no longer true. Perhaps this merits a new point release for elinks that includes commit 2fdb04a.
