Sanity check mainnet vs RPC chainid #15

With the current configuration, it is possible for the user to mix their mainnet: true/false expectations vs the chainid provided by their specified RPC provider. Once monSI has started, it would be good to check web3.eth.getChainId() or equivalent against the mainnet-derived chain number being used by config.
