support full gimp markup in text tool

support the ability to change font, font size and color within characters of the text. currently, these attributes can only be set for the entire text block.

gimp internally stores text as 'pango markup' - which is a bare bones xml/html markup - consisting of ,, and tags, along with a tag used to set the font and font size.
