How do I install with Vortex?

Hi, this is a fresh install, no mods. I've followed this guide: https://www.reddit.com/r/skyrimvr/comments/a645lm/guide_how_to_install_skse_vr_and_skyui_vr/
to install SKSE_VR, which is working.

But to install EngineFixesVR, I don't understand the instructions "drop in your SKSE/Plugins the dll and ini file." The path created by Vortex for me is: C:\Program Files (x86)\Steam\steamapps\common\Game Mods\SKSE_Data

The only folder in SKSE_Data is Scripts.

If I took a stab in the dark, I would think I need to create a folder alongside Scripts and name it Plugins and take everything I downloaded (Debug,fixes,include,lib,patches,Release,warnings,x64,xbyak & 19 other files) and drop it in there.

But there's no dll or ini file in all that I can find. I checked every folder.

What am I doing wrong? I'm getting the feeling I need to "compile the code" somehow?

The answer is I downloaded the wrong thing. The right thing is here: https://github.com/rollingrock/EngineFixesVR/releases/tag/v1.21
