Update pkgstats data #204

From https://github.com/ropensci-review-tools/pkgstats/#56, which now has a workflow to update data daily. Those data then need to be pulled into this package as the internal version here. The best approach is probably to remove those internal data, and then simply download the daily data here to local pkgcheck cache directory and grab them from there.

One big problem is now that tests have snapshots, and those will now change as data are updated. So now need to devise a way to generate stable test snapshots ...
