As part of ROR schema v2.1, update ROR API v2 affiliation matching to utilize country subdivision codes/names similar to their use in v1. This should hopefully provide better performance vs v2.0 affiliation matching. See spec in https://docs.google.com/document/d/1qoweZYi_WY6gJDv6eIGgmcBXRCkJdlIdWuywDHUpBzQ
